Fort Morgan City Council approves sale of land for health clinic and “experience” car wash – The Fort Morgan Times

City Manager Steve Glammeyer presented two resolutions at the Fort Morgan City Council meeting May 17, both of which had previously been presented to the council during an Executive Session.

The first resolution was for the sale of real property at Lot 2 of the CentrePointe Plaza Subdivision to the Northeast Colorado Health Department and approval of a development agreement for said property. Glammeyer said this sale is part of the city’s public financial support of the project, and the city will be waiving building permit fees, development fees, use tax and electric/natural gas/water/wastewater connections.

The agreement would expire on Dec. 31, 2025 if no action was taken, but the current plan is for the Northeast Colorado Health Department to build a new clinic by the Banner facility on Railroad Avenue before that time. Current site plans are still under revision and funding is being sought for the project with the goal of meeting the 2025 deadline. Glammeyer estimates construction to begin in 2023 or 2024.

The second resolution was for the sale of real property at Lot 10 of the Pointe Village Commercial Park Subdivision and Block 2 of the CentrePointe Plaza Subdivision to Wayne Enterprises, Inc. and approval of a development agreement for said property. As an incentive and to show its public support, the city will be providing a reduced price and waiving building permit fees and use tax.

Wayne Enterprises will be building a car wash, beginning construction in early fall of this year and planning to complete the project by the spring of 2023. If no action is taken by Dec. 31, 2024, the city would either reacquire the property or be financially compensated.

“This is a pretty exciting car wash project. It’s one of these experience car washes where you’ll have lights and music… we’re excited to have something like that here in Fort Morgan,” Glammeyer said.

Both resolutions were unanimously approved by Council.

Director of Community Services Ty Hamer presented a Memorandum of Understanding (MOU) with the Morgan Marlins Swim Team to the council for approval.

Because of changes on the Marlins’ board, Hamer thought it was a good time to review and renew the MOU to make sure it was fully executed for the upcoming swim season. The MOU states that the swim team can access the Fort Morgan swimming pool at Riverside Park four days a week for two hours of practice each day in addition to hosting three swim meets if the frequent swimmers purchase pool passes.

The 2022 MOU has been updated to renew automatically unless there are changes to be made. The council unanimously approved the MOU.

City Attorney Elliot Browning presented the first reading of Ordinance 1267 to the council. If passed, the ordinance would amend Chapter 11, Article 4 of the Fort Morgan Municipal Code regarding local improvement districts to implement state-level best practices.

Browning outlined the three primary changes. In addition to publishing a notice in the paper, it would now be a requirement for people in a local improvement district to be directly notified by mail. The bonding requirement would also be more permissive at the local level to allow for the option of whether or not to use bonds to fund a project. And finally, the amendment would fix a few clerical errors.

The first reading of the ordinance was unanimously approved and a public hearing on the ordinance will take place at the next council meeting on Tuesday, June 7.

Glammeyer reviewed and discussed the 2023 budget and revenues based on current projections. He provided details about the General Fund, the Capital Improvement Fund, Conservation Trust and various business (utility) funds.

He said he would have a better idea of how the budget will be used after he sees budget presentations. At the next meeting, he plans to discuss expenditures.
